买家如何把要求放进采购流程?
先做范围筛查
建立产品编码、材料组成和目标市场清单。范围不确定的产品,由海关和法律人员共同确认,不要让采购员凭商品名称猜。
再做供应链映射
问清一级供应商、加工厂、贸易商和原产地生产者之间的关系。资料要能解释原料在各环节如何合并、拆分和重新编号。
最后做批次验证
选择一张真实订单,从成品批号向上追到生产地。能提供一套漂亮政策文件,不等于能解释某一批货的来源。
合同中需要哪些条款?

How Can Buyers Incorporate Requirements into the Procurement Process?
Scope Screening First
Establish a list of product codes, material composition, and target markets. For products with uncertain scope, customs and legal personnel should jointly confirm the scope; do not let the purchasing staff guess based on the product name.
Further Supply Chain Mapping
Clarify the relationships between Tier 1 suppliers, processors, traders, and producers in the country of origin. Documentation should explain how raw materials are combined, split, and renumbered at each stage.
Final Batch Verification
Select a genuine order and trace it back to the place of production from the finished product batch number. Providing a well-written set of policy documents does not equate to explaining the origin of a particular batch of goods.
What Clauses are Required in the Contract?
- Raw material origin cannot be altered without approval;
- Suppliers must retain and provide geographical and legal documentation as required;
- Immediate notification upon discovery of errors or risks;
- Buyers have the right to sample and verify and demand corrections;
- How responsibilities are allocated when market placement is suspended due to missing documentation.
Applicable Boundaries
The product scope, operator roles, risk classifications, and simplified arrangements of the EUDR need to be determined on a case-by-case basis for specific goods and transaction chains. Does having an FSC certificate guarantee EUDR compliance?
Not necessarily. Certification is helpful, but buyers still need to verify the required geographical location, legality, deforestation assessment, and batch association.
Is it sufficient for suppliers to only provide the factory address?
Usually not. Regulations focus on the place of origin of the relevant goods; the address of a timber processing plant or tire factory is not equivalent to forest land or rubber plantation.
What is the most worthwhile test to conduct now?
Randomly select three recent orders and require suppliers to provide a complete chain of evidence from the finished product to the place of production within a specified timeframe.
