FAQ

Whether goods can enter the EU smoothly increasingly depends on data provided before loading. Vague product descriptions, incorrect parties, or late documents may trigger problems even before physical transport is delayed.

The EU Import Control System 2 (ICS2) collects safety and security data before goods enter or transit the EU and supports risk analysis. The European Commission has confirmed that Release 3 extends to all transport modes, including maritime, inland waterways, road, and rail. Although some Member States previously had limited temporary arrangements, the system is now broadly operational.

Why is this not only the freight forwarder’s responsibility?

Source data comes from the procurement chain

The freight forwarder submits the filing, but accurate product descriptions, buyer and seller details, packaging, weight, and transport information usually originate from suppliers, purchase orders, and commercial invoices. If the source data is wrong, the forwarder cannot easily correct it at the last minute.

Advance filing reduces the time available to supply missing information

Some teams previously organized documents only shortly before arrival. Security data now enters the system earlier, and missing or inconsistent information may result in questions, do-not-load instructions, or higher inspection risk.

How should buyers establish data responsibility?

Purchase-order stage

Add mandatory fields, language, format, and deadlines to the order. For frequent shippers, use fixed templates and field validation instead of relying on free-form emails.

Booking stage

The supplier, forwarder, and buyer should confirm the same version of the product description, package count, weight, and party information. Every change should be recorded so different systems do not retain conflicting versions.

After shipment

Track inquiries, rebooking, delays, and charges caused by data problems and include them in supplier performance. Only by recording root causes can procurement teams determine whether issues originate with the factory, forwarder, or internal master data.

Which descriptions are most likely to cause problems?

Terms such as “parts,” “accessories,” “samples,” “gifts,” and “electronics” are too broad. A good description should allow someone unfamiliar with the order to understand what the goods are, what they are made of, and what they are used for, without becoming a full technical specification.

Scope and limitations

ICS2 filing roles, timing, and fields depend on the transport mode, route, carrier arrangements, and implementation by Member States. Actual filings should be confirmed with carriers, freight forwarders, and customs professionals. This article is not a substitute for customs-filing guidance.

FAQ

Does ICS2 affect only EU importers?

The legal filing roles are mainly within the transport and EU-entry chain, but the quality of data from non-EU suppliers directly affects the filing.

Is a commercial invoice sufficient?

Not always. An invoice may omit fields required for the security filing or use overly broad product descriptions, making a dedicated data template necessary.

What is the fastest improvement?

Do not allow “parts” or “samples” to be used alone as a product description, and complete a three-way data check among the buyer, supplier, and forwarder before booking.

ICS2 changes logistics preparation from “documents travel with the goods” to “data travels ahead of the goods.”

Reliable delivery into the EU requires not only a dependable carrier, but also suppliers that provide accurate, complete, and version-consistent data before shipment.
